Israeli Supreme Court Signals it may Reject Petition by International Aid Groups Operating in Gaza in Worker Disclosure Case

Jerusalem (March 23, 2026) – This morning, a hearing was held at the Supreme Court on a petition filed by international aid organizations operating in Gaza, seeking to continue their activities despite their ongoing refusal to provide the state with a list of their local employees, in violation of established procedures.

During the hearing, the Court indicated that it is inclined to reject the petition. However, it decided to grant the petitioners 72 hours to submit a response to its proposal, under which the details of the local employees would be submitted within 30 days.

Minister for Diaspora Affairs and Combating Antisemitism Amichai Chikli stated: “We will not allow terrorist activity under the cover of humanitarian aid. Israel’s demand for full transparency and the provision of employee details is a basic condition and a reasonable and proportionate security requirement for the safety of Israeli citizens, intended to prevent the exploitation of humanitarian activity by hostile actors.”

Director General of the Ministry for Diaspora Affairs and Combating Antisemitism Avi Cohen Scali, who heads the inter-ministerial team on the matter, said: “The State of Israel has established a clear rule: no transparency – no activity. National security comes first. Dozens of organizations comply with the requirements, and organizations that refuse to operate transparently will not be permitted to provide humanitarian aid. We will not allow harm to the State of Israel and its citizens under the cover of humanitarianism.”
